Can upwhisper always see domain registration expiry?

No. Registration data depends on RDAP/WHOIS availability and registry policy. Unknown lookup data is treated as unknown, not as a confirmed problem.

Why track registrar changes?

A registrar change can be harmless, but if nobody expected it, it is one of the clearest signals that a domain needs immediate attention.
